On 10.2022, controlled operation was successfully completed and the Russian MVD issued an order to put SOKD-M into production operation.
Service purpose:
The service is designed to optimize and automate administrative processes and regulations for personnel management units of Russian internal affairs agencies regarding personnel records and service in internal affairs bodies, providing interested agencies, organizations and MVD units with access to necessary personnel accounting information through integration of SOKD-M into the unified information-analytical system supporting activities of internal affairs bodies of the Russian Ministry of Internal Affairs (hereinafter referred to as ISOD MVD Russia).
Modernization of the existing subsystems of SOKD-M has made it possible to expand the service's scope to include:
- maintenance of electronic personal files (hereinafter — EPF) for federal state civil servants (hereinafter — FSCS) and employees (civilians);
- recording of incidents, crimes, and disciplinary violations in accordance with new regulatory acts of the Ministry of Internal Affairs of Russia;
- enabling the EPF to set conditions for generating notifications to a psychologist about the need for an individual psychological assessment;
- search for personal data using multiple criteria, including organizing a search across multiple accounting sections simultaneously: EPF and IDs, EPF and information about relatives, etc.;
- notification of control events;
- export of personal data search results from list forms into office application formats (formats compatible with Microsoft Office and LibreOffice);
- generation of templates and drafts of administrative documents for HR activities;
- formation of the immediate reporting hierarchy of Ministry of Internal Affairs (MIA) personnel (including business trips — main workplace and while on assignment);
- extended capabilities for providing HR information to services of the ISOD of the Ministry of Internal Affairs of Russia, in particular, PUSH notifications about changes in relevant SOKD-M data sets for SUDIS;
- transfer of information on SOKD-M interaction with SMEV to the public services provision service of ISOD of the Ministry of Internal Affairs of Russia (hereinafter — PSPU);
- maintenance of directories and classifiers used by new and modernized SOKD-M subsystems.
The scope of application of the modernized SOKD-M has been expanded through the development of a new subsystem "Psychologist" for the following activities of MIA units:
- - conducting individual and group psychological assessments;
- - recording results of assessments aimed at studying and evaluating the moral and psychological condition of personnel, as well as the socio-psychological climate in service (educational) teams;
- - accounting for suicidal incidents involving MIA personnel;
- - generation of output documents related to psychological activities.
SOKD-M ensures integration of information resources based on unified system solutions to enable effective information interaction with the ISOD application services of the Ministry of Internal Affairs of Russia.
SOKD-M has been modernized in the interests of the Ministry of Internal Affairs of Russia with regard to import substitution objectives: based on domestic technological platforms, hardware, operating systems, and using open-source software.
