Specialists of JSC "NBI" completed the project to develop an Automated Information Management System for the Unified State System of Emergency Prevention and Response (AIRS RSChS) for EMERCOM of Russia.
During the creation of AIRS RSChS from 2000 to 2014, JSC "NBI" executed 33 contracts in various areas (design, software development, supply of software and hardware, installation, commissioning, training, technical support and maintenance). The work was carried out within the framework of implementing EMERCOM of Russia's annual R&D plans.
System purpose:
• Automation of management bodies' activities within the Unified State System of Emergency Prevention and Response (RSChS);
• Improving the efficiency, reliability, validity and quality of emergency prevention and response management decisions through information resource integration and comprehensive automation of RSChS force and resource management processes.
System creation objectives:
• Reducing average emergency response time by eliminating duplicate data entry, enabling near-instantaneous automatic transmission of emergency information to all higher levels of RSChS management, and accelerating decision-making procedures.
• Enabling not only emergency response but also generating forecasts of disaster occurrence and development.
System capabilities:
• Rapid collection, secure storage and timely presentation of information about emergencies, their precursors, status of territories and economic facilities, status of RSChS forces, resources and reserves;
• Forecasting emergency sources and potential risks;
• Comprehensive information support during emergency management decision formation and making;
• Prompt delivery of necessary information and alert commands (signals) for managing RSChS forces and resources.
Results achieved during AIRS RSChS creation:
• Functional complexes for operational duty service automation;
• Automated "Document Management" system;
• Unified information classification and coding system;
• Software complexes based on geographic information systems;
• Cross-level information interaction tools;
• LAN for central office departments;
• Data processing centers (computer centers);
• Central office situation center;
• Automated system of unified duty dispatch center (EDDC-01);
• Training classrooms;
• Video conferencing;
• Telemedicine;
• System administrative management;
• Information security provision.
Structure:
AIRS RSChS functional capabilities are implemented through the following special software:
• Main control program of AIRS RSChS;
• Automated workplace for managers;
• Accounting of operational emergency reports;
• Maintaining electronic document archive for Crisis Management Center;
• Collection and processing of information about incidents in Russia not classified as emergencies in urgent reporting tables;
• Constant readiness forces;
• Reserves;
• Management of RSChS forces and resources for various emergency development and response scenarios;
• Management of forces and resources of fire-rescue municipalities of various scales (AS EDDC-01);
• Supporting document flow, records management and document execution control in government management bodies (AS "Document Management");
• Unified information classification and coding system (UICCS);
• Cross-level interaction tools for AIRS RSChS facility complexes.
The software tools are developed based on web technologies for distributed corporate information systems, enabling creation of scalable systems of virtually any complexity level.
